My experience is to join the Naval Academy, USMA, but they are similar.
The academies have their versions of the code of honor, it goes something like "I will not lie, cheat and steal, and I will not tolerate those who do too." There have been several major financial scandals, and the academies are very embarrassed by them.
I fear that this disciplinary action is appropriate to him to enter one of the service academies to avoid, unless you can convince your school like to remove their registration.
